That means they can make a deal with A-Rod WITHOUT Boras as long as Boras drafts the final contract and gets his portion. Boras works for A-Rod, if A-Rod doesn't want him at a meeting/negotiation, he in no way has to have him there. If Boras doesn't "elect" to do whatever A-Rod tells him to do, he gets the boot. And also, the Yankees have to protect themselves. They have to make sure it's not a ploy for Boras to go to other clubs and tell them the Yankees made so and so offer, try to beat it.
Anyway, it's all naught. They've probably already signed the contract because the only way the Yankees were going to negotiate is by saying here's our offer, if you leave this room, it's off the table, because they can't have him using the offer to make other clubs bid higher.
Of course, Boras is a money-hungry pig. I'm sure he'd rather elect to not be there and still get paid rather than risk getting fired so A-Rod can play for the team he wants to play for.
