In a simple answer no. In a long complicated solution that will take years and money in a way yes. If the Iraqi military and police are trained and equipped well enough to take out insurgents not ALL of which are terrorists a lot of it's organized crime, eventually they will be able to deal with it themselves slow it down and we can pull out, but unlike the publics idea of victory this isn't a stand up war. It's a guerrilla war and noone knows who's on what side traditional victory is not possible, the Iraqis need to be able to fight this problem without foreign aid.

I am not an advocate of strict gun control I believe certain firearms should be limited fully automatics stuff like that. But even if you have the strictest gun control in the world, criminals will ALWAYS have guns thats a fact. In Switzerland families have a military assault rifle in there homes as part of military obligations there is virtually no gun crime there. My point is guns don't kill people people kill people. We've been killing each other long before guns were ever around it's been like that and it'll probably stay like that.

THe Russians are probably trying something like this to consolidate their power once and for all. Ever since the collapse of the Soviet States after Afghanistan with so much money spent on the arms race instead of helping the pople they've been plagued with purisings and economic problems something like this would probably discourage revolutions like in Chechnya.
