nevermind figured it out very simple lol

I have stick figures fighting in one layer and a backround in another. However, the backround layer shows over the stick figures. How do I move the backround layer behind the stick figures?

I've made a simple square- the corners are solid- there are no gaps. Everytime I use the fill tool on this box nothing happens- it wont fill. What am I doing wrong?
