The colors you used for the hair look nice. I suggest you apply line work to make the drawing proportions stand out a little more. Pen tool is good for making the line art look sharp!

I didn't wanna know how to make it, I wanted someone to draw me something and I will pay them,But I don't know how to pay artist on newgrounds except when in a collab.

You can try webpages, like deviant art, and search for people who sell commissions. The artist explains how the payment process works in most cases. I usually sell my art for DA points or paypal over there.

Sorry this is not great quality, Im uploading from my phone, so it looks a little better in person. But what do you think? Pretty good for a 14 year old eh?

Are you learning to draw on your own? What are you using as references. Art books help a lot to get a better understanding of human anatomy. I remember having my first "How to" book when I was 12.

If you want to draw anime on the other hand, they have their own style (big eyes, super pointy chin and barely existent nose). I think you should make up your mind about which style you're going to draw because mixing it up (like you're doing) doesn't always look good.

Sometimes mixing both styles makes it look even better, but then again, its very important to understand the differences between realistic art and anime.
