Looks like you don't have a scanner either.
The shading is what makes the piece really stand out. The structure of the face isn't the best, his ear seems to be much lower, smaller and more slanted than it should be. I like it overall though.

As for the art; it's bad, you need to improve in all areas. Try carrying a sketchbook around with you and draw things or people you find interesting. Take an art class.

Definitely needs improvement in all areas, if the title screen is anything to go by. Unless you have really great writing/printing don't use it, use a font instead.
You didn't really show much, so I can't comment on your animating abilities, the art on the title page is mediocre, passable ibut not memorable or very good.
I think the loop of the red scratches is pretty unnecessary and looks bad just appearing and fading. The changing blur levels on the characters head is pointless, keep it static.

Adobe (or Macromedia) Flash is the way to go if you're serious about Flash. Get the trial to see if you actually like it and would use it regularly, then buy.
Check eBay or similar sites to see if you can find a used or outdated version and save a lot of money.

The design doesn't really appeal to me and I think the color of a light blue shirt is all wrong. The splotchy, drippy paint stuff is, in my opinion, really worn out in design today. I can appreciate all the effort that went into your design, it's just not my thing, I suppose.

Doesn't anyone remember the summer of 05? Before the collab rules? It was bedlam, absolute chaos with collabs everywhere, collabs by everyone.
There needed to be action and action was taken, and it worked. It worked well. Today it does not work thanks to the forgiving nature of the change to the way BA's are calculated.
Collabs are once again a real problem, a little more controlled than it was, but still annoying and in the way of real issues.
I think a collab forum might be a solution, people who are eager to join something would have a place to go, others who want to start collabs would do so out of the way of this forum. It would be good, it would require new mods who are willing to stay up with 100+ page threads of mostly spam, excitement and in-collab fighting.
I think, that before a new forum is introduced, there needs to be better rules about starting collabs. 3.0+ BA just doesn't work anymore. Maybe collabs, all of them, should have to be approved by someone, some mods or a panel of judges that will decide what collabs can go on and which ones need to be thrown away. It might seem harsh, but so many collabs are doomed to fail and leave the people who made an effort and did something good for it just hanging there holding their dicks.
Just a thought.
Wow, I just read that news post. Tom seems really gung-ho about adding more themed days. I'm in the same boat as Rudy, if there are too many days people will always be focusing on winning contests and celebrating whatever day it is and not really pursuing new creative avenues, and other stuff that gets released on a specific day will be totally over shadowed by all the Flash tributes and shit. Additionally new/casual users won't really know what's going on. Oh well, Newgrounds is evolving, if Tom wants a site where there are tribute days every month, that's what will happen.

MS Paint is a challenge. It's fun to limit yourself artistically. Most of my Photoshop stuff is done with few colors or black and white, not using erasers, no undo's, using only one brush or one layer, mix and match any of those... Sometimes boundaries allow you to express yourself better. Don't knock it till you've tried it.
