Hm. Well I'm not an expert on religion but I do know that Christian's believe that no sin (or blasphemy in the catholic religion) can send you to hell. Only "accepting Jesus as your personal savior". So I guess the writer of that chapter means it in the literal sense as in the way we would normally use the term "forgiven".
