There's loads of ps brushes out there, and quite a selection on ps already. Probably best basic brush to use is the hard circley one on the brush menu. You can also create brushes, so generally it might be worth looking round for tutorials and whatnot. :3

I don't think it's well known, but if you're willing to pay about £80/$130 for something, i hear corel sketchpad's pretty good for what you're wanting : )
