I would recommend FL Studio. It's a lot cheaper than Reason (Or so I've heard) and does support vst and vsti. It supports midi controllers too, you just have to set it up (I don't have a midi controller so I wouldn't know how to use it). I hope I persuaded you to get it! ;)

Hmm. Generally you can't get good free software. You can download the demo of FL Studio. There is no limitations except you can't save project files.
