From the perspective of a person who has never used 4chan: That's a really poor and inapt description of Newgrounds. Filtering out stupid nonsense by voting or smart moderation policy has always been a huge part of NG, while 4chan just seems like a clusterfuck of shock humor and cheap jokes.

In January 2013, after he had been imprisoned for nearly three years, a judge attempted to coerce him into pleading guilt to a crime he did not commit in exchange for his freedom.

In June of 2013 he was freed, charges were dropped, and he was allowed to get back to living his life.

Orders less than $20 are unusual, and the only way to get that price is by not tipping the driver, placing a carry-out order, or getting some type of discount. A large hand-tossed with pepperoni, delivered, will run you $15.61. Add in a tip between $3 and $20 (depending on how balla you is) and you're easily past $20.

If you're a broke rat, maybe you don't tip the driver. Then you're paying exactly $15.61, and you've got $4.39 in your pocket to pay for enough raw dough, sauce, cheese, and toppings to make half a dozen pizzas that week.
