Granted. Now, the Arctic region population (Greenland, for example) cannot clear out roand and everything because if anyone digs out some snow within the meter layer, it reappears instantly even if you burn/melt off huge territories simultaneously. And the extremely annoyed population leaves the region that becomes abandoned and deserted, kinda like Antarctica. Except without scientists.
