Leaving the legal issues aside, all necessary expenses incurred in the distribution of water should be shared by the general population based on how much water each household has consumed. This principle should be straightforward and self-evident.

However, water bill, as well as some other fees, may be exempted on a discretionary basis if the individuals find it finanically difficult to afford the bills and there are solid evidences supporting their claims. This in principle, does not automatically discharge their obligations to pay the bills.

Alternatively, cash allowance may be give to those in need. This in principle, does not automatically discharge their obligations to pay the bills.
