So in order to avoid having to explain to UK voters that, despite Cameron's anger a few weeks ago, the full amount of 1.7bn is going to be paid, the UK government has decided to bring a rebate that the UK was supposed receive in 2016 forward, effectively halving the bill. Osborne has been hailing it as a great success, probably guessing that if he doesn't he'll be torn to pieces because at the end of 2016 the UK government is still going to be 1.7bn pounds poorer than when the budget recalculation would not have happened. The opposition is calling it "smoke and mirrors".
