Like to help you out, but your budget is still way to low. Let me put this another way: A South Park style is around $300 - $500 per second of animation. Family Guy around $500-$700 per second of animation (btw FG is animated in Tiawian for lower costs but still cost this much). The film "Avatar" CG is $22,000 per second of animation wiht a $300 million price tag just to put this in perspective.
I seriously doubt you could get a complete episode done for 10K with out offering some pretty heavy percentage of the project, we are talking 80-90% share, and that is only if you have a real kick ass script. Remember the animator/s is going to be doing 90% of the work here, so the compensation is only fitting for the percentage of work involved.
