Put all the places with the most attacks under martial law. In those areas there are military police on every corner and regular check ups and random searches.

In other places have interrogations for everyone once a week, also limit the amount of weapons and explosive devices sold, instill a curfew where you can't go out unless you get a pass which you can get by successfully passing an interrogation.

Also look at the motives of the terrorists and see what can be done there. For example if it's hate of a specific group air on tv programs and adds explaining why the hate is wrong.
