What do you do?
I would probably militarise the parts of society that are unaffected by these calls to religious violence; I would, among other measures, instate conscription, teach citizens self-defence and increase the military presence on the streets. I would increase the level of public surveillance to a point where you can't enter a train station without having your bag taken through an x-ray scanner.
Since that alone probably won't work, I would gradually isolate the majority of the groups in society that seem vulnerable to calls to extremism into walled-off areas that you can't leave without going through a checkpoint. This will definitely shift the nature of the attacks from gun attacks or suicide bombing to missile attacks. If missile fire from the walled-off areas became a problem, I would shell the living crap out of these areas for a couple of weeks with artillery and jet missiles until I'd be able to negotiate a truce with the main group representing the religious extremists in the walled-off areas, or, if that fails, when some vague objective has been met so that I can declare victory and a unilateral true. Then this routine would probably happen every two to five years, but there would no longer be daily attacks, and the casualty ratio between those prone to religious extremism and the others would shift dramatically.
