Yes, scientific advances would come along a lot faster, but then recourses would become a problem. Once the government mines out the Earth, then what happens next? There are only a few little rocks we can mine in our solar system, the most likely place to go and mine is either the moon, or Mars, but then what happens after that? The nearest solar system is 10.5 light years away from ours, if we can't even get to Mars until atleast 2025 then how do we expect to go 10.5 lighter years before we've depleted every natrual recourse in the solar system?

The nearest known star (other than our Sun), Proxima Centauri, is about 4.22 light-years away, a Scientist (Freeman Dyson) had calculated that if we use Nuclear Propulsion technology that allows us Humans to reach at the speeds of about 20,000 km/s it would take about 130 years to reach that star. Also the most abundant and available natural resource in this Universe are Stars them selves releasing plasma energy; if we were/are able to find a way to harness such energy we will be able to solve the problem of fuel. The rest remains making a Space-craft capable of having an Earth like environment and some other questions.
