USA created it to wipe out africa so they can take resources. just like started a war with iraq to steal oil but a very quiet terrorist attack. they didnt want to start a war with africa because it will be a huge uproar in the african american community so they decided to make it a quiet and secret biological attack.

The united states of america are the real terrorists in this world but that doesnt mean the other countries are a huge threat like syria, iraq, iran.
