The attitude in America about bullying is like that because most of the time the bully hasn't broken the law (yet) and there are usually more pressing cases to investigate like stolen vehicles, missing persons, etc. It's not that they don't care, but at least American culture gives you the option to defend yourself with arms, if necessary. Technically you can invite your bully over to your house and say you'll shoot them in the head with your hunting rifle and not be breaking the law. We're just animals in the end, collectively we're not very smart, and until our culture starts to promote peace instead of hate we have to look out for ourselves to a degree.

Yeah America's policies for cyberbullies is a fucking joke. Most off the time they get slap with a misdemeanor and a small fee, maybe have to change internet providers.
