Death?

He seems kinda like a modern version of the Grim Reaper. Green eyes look a lot like night vision goggles used by soldiers. He's wearing kinda ratty clothes, and poverty is another big killer. He looks a bit sickly, and again that kills a lot. There's more but I'm not going to list them all out. It just seems to be a modern manifestation of Death, or the Grim Reaper.

Interesting theory you've put out there, but I wanted it to be some visualization of noise. And of course i did it for the lulz, not for some deeper interpretation
