It is a pencil sketch scanned in then coloured digitally. I actually painted it in grayscale, and then put an adjustment layer gradient map on it, which decides what colour each value should be. The good thing about doing it this way is that once you have basic tones in, you can change the colours to whatever you want, how many times you want.
