This is a slightly improved model of a gun found in the Arsenal. The fire selector has been changed to a horizontal switch type, the magazine release has been placed forward of the magazine so that it can be actuated by the index finger, and the charging handle has been moved to the top-front of the gun.
It's one of my favorite guns from the arsenal and hopefully you'll get a kick out of it too.

How would the charging handle load the rifle? It's so far from the magazine.

It's called a bullpup configuration. Notable examples: FA-MAS, Steyr AUG, FN F2000, FN P90, IMI Tavor, and the L85.
