Get rid of the blood splats though, it wrecks the drawing.
As in when she was younger? Because it's either that or it almost looks like Nana, probably because of the outfit. Otherwise a pretty good representation. It captures hows she's rather nonchalant about killing people.
I think the drawing is very nice. The blood is very cool. I think it fits in the image. I've always liked images with a dark style. I don't no if you understand what I want to say with dark but I can't explain it in any other way. I just didn't liked the text. Anyway, the drawing is very cool. I think you should make more drawings with this style.
Can you tell me what is Elfen Lied? I never heard of that anime. Anyway, the entire drawing is a little bit gory, but she needs to look as if she had an emotion. She should look somewhat between content and sad. So, that's why I will give this drawing a 6/10.

she's meant to look emotionless, its her character, if she was crying or smiling then it wouldn't be lucy, itd the second personality, i agree with you on the blood tho, its not great, and the text does suck.
But its overall a fairly good image, i like it.

the bloods are really just gay
and that emotionless anime look is just stupid
drawings is a BIG dissappointment and the bloods are horribley drawn
