Regardless of being nude or non-nude it still would have the same feel to it because it just pushes the line of erotic but never goes past. The reason is your eyes gravitate towards the face and the expression she is making. Sure you would stare at the breast if the had a skimpy top, pasties, or nothing showing a bump for a nipple but you would still be drawn to the face.

The main reason is because of the way it is drawn, if you made it where hip, butt, breast or vagina was prominently forced outwards then it would be considered erotic, this is more like a naked chick smoking, cute with a little attitude.
