A Macaroni, the 18th century equivilent of the modern day drag queen. Macaroni's were famous for their ludicrous wigs, offensive clothing, and "alternative" lifestyles and sexual antics.
They were much hated by the conservatives of their day, and this ultimately led to the masculine counter-culture movement known as the "dandy".

The feather thing was a joke made by dandy's decades later, essentially saying they look absurd. At the time, feather's in the hat were considered highly out-of-date (just like macaroni fashion)
