Picture is nice.
But the message is ill conceived.
When you spend money it doesn't go away, it goes to someone else, and that person then spends it, and it ends up in someone else's pocket.
Taxes help the economy by supplying funds to necessary projects and public services, such as roads, police, fire and rescue, parks, water, and other things.
And the people paid to provide these services spend that money at various places, including in all likelihood the place you work at, therefore allowing your employer to pay your salary.
All in all, money never disappears via spending, even through taxes, and the services supplied by taxation help support the groundwork of which our economy is built.
Political or economic change requires a great deal of financial investment, requiring higher taxes and spending. Therefore yes, spending = change.
