This is a blast from the past! I invented this character when I was a kid. I just remembered him the other day, so I decided to draw him for the first time since I was little.

He is S.E. Gull! A sea gull commando with a robot arm! (His old arm got shot to bits and had to be amputated).

The name comes from P.N. Guin, a pseudonym The Penguin used in a Batman cartoon or movie. I liked the pun initials, and used them in my own character. The Rambo elements were just what I thought of when I thought "Tough Guy" : Red bandanna, covered in guns and ammo. He's a seagull, because all sorts of creatures were getting mutated into action heroes in the cartoons I was watching at the time, (Like TMNT, Street Sharks, and Dino Saucers). I suppose the robot arm thing comes from RoboCop, which I knew about second-hand from friends who were allowed to watch those kinds of movies as kids.
