Well..

I'm not sure what to say about this piece. I'm kind of sick of seeing furry stuff but i'm not going to judge on it being furry. I'm going to judge in the quality of the work. The shading is alright, doesn't make sense in a few parts but that's fine. The detail on the gun is the best bit obviously. I like the tail aswell that looks good. The coat suits the piece well. Now the bad things, what is up with that leg? Seriously it's way out of proprtion and doesn't even look like a leg. His foot is bigger than his head and just looks like a square. I don't like the purple hand either that just looks creepy and doesn't go very well with the red and white which is a great combination i love. But the main reason i'm giving it a 6 is because of the bottom half of the picture. The top looks great but maybe the head could be a little bit bigger, but the bottom is just.... awful.

Thanks for the review, and yes I have to agree with both points you made there - I'm personally not pleased with how I did the leg, and that purple hand is fugly.

Red+White ~is~ a good colour combination ;3

pipsnip is quite right.

This isn't really pixel-art. As you said yourself, a pixel-art is a work made pixel-per-pixel. That means you drew the piece pixel-per-pixel, carefully, and detailed, this is the essence of pixel-art.
You just dragged a lot of lines and filled them with the Paint Bucket tool, this is not pixel-art, this is vectorial art done in MSPaint, really. And it's not a pleasant one to look at. While you put a lot of detail and effort in his guns, and some in his face, the rest of the pixel-art looks rather sloppy, rushed, and, well, doodle-y :/

But that's the thing - I did use the pen tool not the line tool, so your argument is void.

Now, let's see you draw a character in paint, 600 pixels tall.

Add another star if you crop the bottom out

It's, well... Meh.
You've got something there,
it's just not worth a 0 or a 10.

The feet/legs seem like you were just being lazy, compared to the rest of the page.
If you're looking at improving it somewhat, start with his pose. The way he's leaning, he's gonna fall over, even if you're going for 'action'. 'stiff' shoulders too.
