Needs a background

Hmm, I think that while this is a pretty decent effort at 3D rendering, I think that you really need to add a background, to add context to the piece in question.

That said, some of the features look a little angular and need to be smoothed out - the nose for example seems quite square. I'd take steps to smooth that out. The hat wouldn't be that thin - you need the contours of the underside to compliment the work you've done on the top.

Detail is your nemesis at the moment - your lack of it lets you down. Try to use shading to define the difference between neck and chin, as the skin isn't going to be the same colour across his entire body. I can see a little line put in there to show where the centre of his chin is, but it's that feint, I can't tell all that well. Finally, I think the left eye (as we look at it) is a little far out towards his ear, unlike the right.

Well this is one creepy dude, first off, I'm just glad he's not looking directly at me.
This looks like a pretty good 3d model, it looks like something straight out of a children's animated movie. But the hat looks kind of weird to me, in some parts you can see right through it. That and part of the moustache almost looks like they are coming from the inside of the nose. Just keep modeling and getting better.

Some issues

I don't dislike the cartoony style you have, it's not bad at all and this could easily fit into an animation of sorts, but there are some major issues with the piece.

First off, the color quality. You need to play more with the colors. These are quite bland, and the quality of them are not very good. You can see lots of pixels in the picture, which should not be there at all in 3D styles like this.

The eyes are maybe the only thing about the actual art I really don't like. It looks like the man lacks eye lids. Eyes are bulging quite a lot, looks like they could simple roll out of the sockets at any time.

The quality of the picture in general is also problematic, considering the fact that I can easily see a lot of pixels.

But, as I said, I do enjoy the style, and I'm pretty sure that with some practice, you can get some really good-looking 3D models out there.

Decent, if a little creepy

It does look like a human face, kind of brings to mind one of those claymation models. I think there's a way to animate your models in Blender, I only toyed with it for a short time.

The hat looks good, and the facial expression seems to show that he's happy about something. What's he looking up at?

Not sure what else I can add. Keep it up!

However at the same time it looks a bit creepy without a background to go with it. That and it is just his head part of his neck floating there too. It is still pretty nice for a 3D piece though I guess.

The hat looks nice and has some good shading to it.

His face looks kind of odd. The mustache is nice though. My only real question here is what is he looking up at anyways?

The facial details and seeing he has bit of a neck is cool I guess. Could possibly look a bit better with a background I think.

Overall, just looks kind of creepy.
