Wow...believe it or not, no, Viewtiful Joe had nothing to do with this, but now that you mention it, this does look A LOT like that style. Holy crap O_o Subliminal inspiration, maybe? Thats wild.
I will say this, though; Batman would have been pretty beastly in that game :P

A little lacking in detail but still, not bad. Colours are a bit boring I guess, but thats all.
