Decent
Well I must say this was pretty decent, I do think you could have added some "SHINE" on the hair maybe even more texture in the dress itself, love your backround here aswell it allows focus for the character a nice job indeed, hope to see more of your work soon.

From the anime? I can't say I recognize the character, but it's looking good, but not really complete yet. Background space? I mean, space as the background? The style for the cahracter and the background is completely different too. Keep it up!
