Ok so this is a re-submission because apparently no one liked the first version...and they didn't say why. SO... I figured it's the background, since there are some issues with it blending too much with Harley's jacket. Which I can understand and my EXCUSE was that it was 3 AM when I finally finished this and I really didn't want to work on it anymore. So I threw the background in and submitted it...which I have learned now is a bad idea. And with that I give you my better version of it.

Now like I said before this is an idea I had after playing Saints Row (which is one of my favorite games) and since I'm SUCH A HUGE JOKER FAN played the game as the Joker. After a long time I thought to myself, "Wait...what would it be like if all of Gotham was ran by our favorite crazies. But not like they have it choking in fear but they all or at least most of them have street gangs. You know like the Bloods or something like that." So I got to working on how I think Joker would like like as a thug and not as the Handsome charmer he is. Then I started putting stories with them...like instead of Batman coming in and then the freaks show up but the villains are already there and Batman is saving Gotham from them from the get go. There are some holes of course that I need to figure out but I think it would be really cool. And have the villains run certain businesses according to their personalities...Like Joker runs a Drug ring that is specifically physical enhancements and freaks of nature stuff...like the Titan plot in Arkham Asylum. And Harley runs a gang within his gang that are like strippers and prostitutes....no she doesn't have the personality...I just think she's hot. And so on and so on.

Now if you don't like this idea or you don't like the picture and that makes you give this pic a bad score....TELL ME WHY?! I don't care if it's just because you just don't like the idea I want to know what is wrong and if it's the pic how I can improve it. But I think this is the final deliverable of this picture so I'll put the critiques into my next pics.

Hey cool idea, just keep on drawing and keep exploring new ideas. Very cool.

Suggestions

Problems I see with the image, since you ask:
1. Anatomy- the faces. The bodies are close enough to okay, but the faces need work. Harley's lips need to be redone so they look human, her ear is a bit far up, and it looks like it's got a bunch of different but similar perspectives jammed together. Both faces could use more modeling. Jokers' hand also needs work- don't forget to put in the bump where the ulna (wrist bone) sticks out a little. Try looking at your own hand in a similar position with similar lighting while you draw it- hands have a great reputation for being impossible to draw, but they're not so difficult when one has a model to refer to.

2. Composition- if you move joker a little to the right (you might have to make the image a little wider) you'd have a nice triangular composition formed by harley's head, the gun, and joker's head, with harley's thighs leading the viewer's eyes around. As it is things feel a little cramped.

3. bit of text on harley's leg- doesn't look like a tattoo, it's too bright and doesn't conform to the leg as much as it should. Try putting it on so that the tips of the letters are out of view (like you did with the heart and spade- quite effective), or better yet, just get rid of it.

4. Try giving Harley some black boots so that her legs don't seam to be being eaten by the chairs- I'm not sure whether the red things in front of her knees are meant to be boots or chairs, and it would be clearer if you change the color.

Also, the jacket's fine, and you've got a great color palate going. Good luck.
