The character Doctor Romany is a magical clone from The Anubis Gates by Tim Powers but from my readings of him he was modeled after the legend of Spring Heel Jack. Like the character Horrabin the Clown he is a sorcerer and since he has removed himself from earthly matters, soil can hurt him badly so he wears spring heeled shoes that keeps him bouncing off the ground.
