Well, as you said, the background is not "awesome", but the character and his clothes are really cool :3

I really suck at backgrounds.
I really like the outfit design, its very rudimentary and sort of pieced together with patchwork and mainly natural simpler colors. There are things that bring down the image, but I feel they have already been addressed by other commenters or already noticed by.
I like the way you do faces, they're very expressive.

Well I agree, the background is what it is. But the rest looks good.
The folds of the clothes seem to be abit out of place at some points.
The tree seems unnatural, the branches are horizontal. The branches of a tree grow abit upwards to carry more weight.
Keep in mind where you want the viewers eye to be guided to, the tree are like staight lines that cut the page in half. With some more curvey branches and sidebranches it would feel a little more smooth in my opinion
(But thats just me, I am still learning allot myself, so...)
I love the charcater design, and the little details. Good job on the bird as well.

Now that I look at it, I should've probably did some study before drawing the background. The more I look at it, the worse it looks. The same goes for the tree.
Anyway, thanks for the review, all this advice is really helpful. I hope I'll make good use of it in the future.
