the belt really stands out to much and something about the eyes just look wrong good try tho

Thank you.

Hair: Phenomenal. Love the color, the tails, the shagginess.
Face: Good enough. The eyebrows and lips don't exactly match the wink. The face should scrunch a bit along with the eye. The blush work is good, along with the open eye's color and gleam.
Neck: Love the choker. Length of the neck is good to her height.
Shoulders are great! A little elaboration is there, but still bare.
Outfit: I like the sleeves a whole lot, but I'm not sure about the shape beneath the sheer. The waist looks like it is cinched by a corset, but the belt looks a little more loose fitting and it is definitely not capable of shaping the whole tummy.
Belt: I'm not sure how the purple on the belt works. It looks like it is supposed to be part of the outfit, but it is off center with the outfit.

Altogether: Pretty good. Not quite perfect, but definitely a good piece of anime art, which I'm usually not fond of. :)
