In my opinion, its not the hair that makes him look feminine its the expression of his face, i believe its way to relaxed looking besides the eye!

The bandanna covers the eyebrows which does take alot away from the expression but at the same time, He's an ex-turk, a cold hearted killer with a general calm persona in a fight.. at least thats always been my impression of him!
