Hrm...
I put you at a 6 of 10 because I'm relatively certain that you're using photoshop filters to try to strengthen your work. In my opinion, they need to be used sparingly to strengthen a piece because otherwise, all they can do is cheapen it.
Unless you've mastered a technique with small grains of salt, which, I doubt, but I'll still give you the "benefit of the doubt".
I think a simple blending tool such as a smudge stick or tortillian, or maybe even some different paper can give you great techniques without having to click the "filter" button in photoshop. If you haven't used any filers, I'd like to know what technique you used.
By the way, photoshop would be a real shame, because your work has good composition, good values, and some depth to it so to slap down some textures and say "done" after you've done so much ground work, honestly cheapens the work in my opinion.
If there is no digital enhancement, then you have nothing but compliments from me. And I say Well Done.

Lovely
It has a dark feel to it.
The houses feel kind of abandoned but there's also the feelig that there migh be something lurking in them.
It reminds me of a stormy day for some reason.
