So I looked at the link you showcased and have to say you have really improved since then and all the detail really shows off well, very nice visual here with all the element that is happening, so props to you on contributing to the grounds all these years and improving at the same time.

Interesting to see how the Park's evolved with the latest one! Looks like a whole city was raised right behind them, and yet it feels like just a day has passed, the sun is setting, everyone's still doing the same thing... with some additional chaos coming soon. :P Nice twist.

I highly recommend getting a program that can turn scanned images into vecorised lines. It will suit your style much better than photoshop. Almost all of the products made by Toon Boom can do this. Even flash has a feature where you can convert images into vector lines.
Basically having vectorised (not bitmap) lines will allow you to fill in areas of colour with ease, and will do away with the frustrating artifacts (all the white dots) that prevent you from having a nice clean fill.

Also, this was done in GIMP, not Photoshop.
