Well, since this is an Art Portal piece (not an animation frame), you could add a few more details:
1) Nails on fingers
2) Slight highlights
3) More wrinkles and shading on the skirt to add more volume to it
4) UM, the glasses are awry, they're angled a bit, could fix the perspective on them
5) Do glasses have glass in them? Does it shine, reflect, have some sort of color?
6) I can see the shadows on legs from the skirt end near the bottom of the image.

As for me, if I'd take this picture, open it in a graphical editor, I would never be able to do or fix any of the above points, because I can't draw. All I can is just.. well.. chit-chat
