the things that are really working in this drawing are your highlights and your flourishes coming of the edges like the hair and costume laces. I really like her eyes. your grasp on anatomy is good.
the best part is your linework. very nice wisps in the hair, good crosshatching on the body, and the outlines are EXCELLENT! they act like a elegant kind of shading system.

though I feel like the reflection in the right eye is too boldly outlined so it kinda looks like a little bean in her eye. it's essential to get the eyes perfect because the viewer is naturally inclined to look right at the eyes. also the flame on the left needs to have thinner and wispier lines near the top edges so that it doesn't look so heavy

I think the shading needs the more work on the thighs, the shadows don't quite look dark enough there. ESPECIALLY the shading between the cape and hair, its the greatest flaw here ( though still not particularly huge). the hair and cape look so alike that you loose the cape and you might not even see it.

I like this drawing honestly, its kinda cute. though her expression doesn't look at all bitchy, she looks kinda innocent and fun.
