To answer you question, this is based on the Spider-Man: Noir comics, which takes the Spider-Man story, but sets it in 1933 during the Great Depression. It's a lot darker and grittier than your average Spidey, hence the outfit.

Noir
I love how Spiderman Noir just stands out. The color white just gets me and the red spider that's dangling from the ceiling or whatever is pure genius.
