The Grimataur of Velcrank city

The residents of the city of Velcrank have notified the authorities of a terrifying creature that walks the streets terrorizing everyone. They reported that the beast is about 2.5 meters tall with huge horns and a spiky tail. Additional to that also black as night and scaly skin.
Velcrank authorities warned them that it is a defenseless animal and they have nothing to fear.
Welcome to the city of Velcrank where you only find peace and honesty.
