Power, evil and beauty- a combination that leads to wonder and fear, which would make her a powerful ruler. She projects her mind greatly with her eyes, and her arms do justice to the projection of her magic power as she wields her staff. Even as scantly clad as she is, I'd put a few arm and leg bands on her, and perhaps a few tattoos or magical markings to help increase the presence of her being and power. I also think the presence of a few lightning-like arcs of magic to her left and right would enhance the power of the magic being portrayed, to further enhance those aspects.
