For shininess, you could try using a dodge tool with increased hardness to create highlights.
The picture look great as an outline to something more detailed.

I want to make this look shiny (if that makes sense?) but I don't know how to do it. I have no clue what I'm really doing in Photoshop. If anyone knows any tutorials or something on how to make an image 'shiny,' I would be really appreciated. :) Like, this little guy doesn't have scales, more like a slimy skin, but I don't know how to express that in photoshop.
