Pecs...
I like what you did with his weird ass hand-wing-fins he's got. But the human-like pectoral muscles look downright goofy. Also the membrane of skin from his ribs to the wrist of his wing looks like it would get in the way. I love his face though, the slight coloring on his beak and the streamlined featherless skin look really nice here. I like the dorsal spikes going up his neck, better than having only the six flaps. Subtle musculature, pretty nice details overall.

Hmmm...
I look the real Lugia better, because this one looks really jagged all over the place, and even though it is very detailed, it would be hard to imagine it as a real-life incarnation of the Pokemon. I like Ho-oh more than Lugia, but I won't let that detract from the score.
